Federal CARES Act
On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security (CARES) Act was passed by Congress and signed into law to provide economic relief from COVID-19. Under Section 18004 of the CARES Act the Secretary of Education was directed to establish and allocate funds out of the Higher Education Emergency Relief (“HEERF”) fund, which provides funds to institutions of higher education, to directly support students facing urgent needs related to the Coronavirus pandemic, and to support institutions as they cope with the immediate effects of the pandemic, including school closures.
On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security (CARES) Act was passed by Congress and signed into law to provide economic relief from COVID-19. Since passing the CARES Act, two additional pieces of legislation have been passed, each providing resources to the Higher Education Emergency Relief Fund. The Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act was signed into law December 27, 2020, and the American Rescue Plan (ARP) was signed into law on March 11, 2021. The funds provided through each of these bills are referred to as HEERF I (CARES), HEERF II (CRRSAA) and HEERF III (ARP).
Carthage Technical Center is required to provide regular reporting to the U.S. Department of Education on the use of funds authorized by HEERF I (CARES), HEERF II (CRRSAA) and HEERF III (ARP). The information noted below is intended to not only meet the reporting requirements of CARES, CRRSAA and ARP, but also for transparency purposes to provide information to the public regarding Carthage Technical Center's use of the Higher Education Emergency Relief Funds (HEERF)
Acknowledgement of Funding and Certification
HEERF I (CARES)
Carthage Technical Center (CTC) acknowledges that the institution’s authorized representative signed and returned to the Department of Education the Recipient’s Funding Certification and Agreement to Students under the CARES Act. gives its assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.
HEERF II (CRRSAA) signed into law on December 27, 2020
Carthage Technical Center (CTC) acknowledges that the institution has accepted the terms, conditions, and requirements of the CRRSAA Supplemental Agreement. Carthage Technical Center (CTC) gives its assurance that the institution has used, or intends to use, no less than the minimum award under Assistance Listing Number (ALN) 84.425E to provide Emergency Financial Aid Grants to students.
HEERF III (ARP) signed into law on March 11, 2021
Carthage Technical Center (CTC) acknowledges that the institution has accepted the terms, conditions, and requirements of the ARP Supplemental Agreement. Carthage Technical Center (CTC) gives its assurance that the institution has used, or intends to use, no less than the minimum award under Assistance Listing Number (ALN) 84.425E to provide Emergency Financial Aid Grants to students.

Student Portion
Section 18004(c) of the CARES Act requires institutions to use no less than 50 percent of the funds received from Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students for expenses related to the disruption of campus operations due to coronavirus (including eligible expenses under a student’s cost of attendance such as food, housing, course materials, technology, health care, and childcare). Additionally, under HEERF II (CRRSAA) and HEERF III (ARP), institutions are required to use no less than the minimum award amount under Assistance Listing Number (ALN) 84.425E to provide Emergency Financial Aid Grants to students (including students exclusively enrolled in distance education), which may be used for any component of the students cost of attendance or for emergency costs that arise due to Coronavirus such as tuition, food, housing, healthcare (including mental health care), or child care.

The estimated total number of Carthage Technical Center students eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965, and thus eligible to receive Emergency Financial Aid Grants to students under HEERF I (CARES) Section 18004(a)(1) is 27. This estimate is based on the number of students who submitted the Free Application for Federal Student Aid (FAFSA).
HEERF II (CRRSAA)
The estimated total number of Carthage Technical Center students eligible to receive Emergency Financial Aid Grants to students under HEERF II (CRRSAA) Section 314(a)(1) is 24.
HEERF III (ARP)

Methods Used to Determine Which Students Received Aid & How Much
- Students were emailed an application form asking about the impact of COVID-19 and also asked for any additional educational or economic hardships that were not previously listed on the form. Block grants were determined based on their FASFA EFC for rounds I and II of Cares Act funds. Round 1 students were emailed an electronic form to complete and sign and electronically returned to administration due to COVID.
- Round 2 forms allowed students the option to request some of their award be applied to their student account.
- Round 3 students received block grants from the Student Grants Portion
- Round 3 students were able to apply for Emergency Student Grants from Institutional funds
